The Unreconciled Garage Verification
The produced case file dates the same garage-addition verification narrative both 04/10/2023 and 04/11/2023, and no listed photograph supports the 04/11 issuance visit the file describes. The Activities log records the only pre-order garage-addition verification at M001: "I did verify there is an addition to the detached garage going on... I took pictures of what I saw from where I was standing. A N&O will be requested." That wording treats the Notice and Order as a step still to come.
The same neighbor-verification narrative appears again in the produced file under 04/11/2023 M024. A separate 04/11 general case note states, "7:00 am. I arrived to SFR to take photos... I issued the Notice and Order" M024, but the produced Documents inventory lists no 04/11 photograph of 4880 T Street M013. This card addresses those inspection and issuance entries; the camera-route chronology of the photographs themselves is covered in Card 8.
IN PLAIN TERMS
The City's file gives two dates for the same garage verification. A case note dated April 11 says the inspector arrived at 7:00 a.m. to take photographs and issued the Notice and Order. The produced list of case documents shows no photographs of the property from that date. The only listed photographs are dated April 10, and the April 10 note says the order "will be requested." Card 8 covers the separate camera-sequence timeline.
RECORD CHAIN
- The future-tense note. The re-inspection entry in the Activities log M001 ends "A N&O will be requested." It is the only inspector-authored verification of the garage addition in the pre-order produced file; later 2025-2026 case notes describe garage construction in general terms but do not restate this original verification M035 M037 M038.
- The produced photo inventory. The Documents inventory M013 lists five photographs of 4880 T Street: IMG_1372 ("View of detached garage from front of dwelling"), IMG_1373 ("Entry to dwelling"), IMG_1374 ("Card left at site"), and IMG_1492 (1).jpg / IMG_1493.jpg ("View from neighbors lot of work performed"). All five are dated 04/10/2023 M013, one day before the case note recording a photo-taking visit M024.
- The two-date entry. The identical neighbor-verification narrative appears in the produced file under two different dates: dated 04/10/2023 in the Activities log M001 and dated 04/11/2023 in the Notes section M024. The 04/07/2023 phone-call note scheduled the neighbor meeting for "Monday (4/10/24) at 3:00 pm" M024; in 2023, April 10 fell on a Monday.
- No 04/11 photographs listed. The 04/11/2023 general case note M024 reads "7:00 am. I arrived to SFR to take photos... I issued the Notice and Order." The produced Documents inventory lists no photograph of 4880 T Street dated 04/11/2023 M013.
FULL CIRCLE
The City may respond that the 04/10 observation verified the addition and that the order followed it in ordinary course. The produced file does not document that sequence.
The 04/11 case note records a 7:00 a.m. photo-taking visit followed by issuance of the Notice and Order M024, but the produced Documents inventory lists no photograph of the property dated 04/11/2023 M013. The 04/10 entry, the only inspector-authored garage-addition verification, states that the order "will be requested" M001.

As produced, the two accounts remain unreconciled M001 M013 M024.
