City Clerk, Public Records
CPRA REQUEST — the five "already been released" closures of 08/28/2026 on Case 23-009185 requests
Requester: Christopher T. Foley.
This request is limited to ONE subject: the identification, item by item, of the records the City relied on when it closed Requests 26-3396, 26-3398, 26-3399, 26-3400, and 26-3406 on 08/28/2026 with the statement "The record(s) you are seeking have already been released to the public as part of a prior City of Sacramento public records request."
Each of those five requests was limited to one subject and listed numbered items. Each was closed by a pointer to another request (26-3395, 26-2487, or 26-3397) without identifying which released document answers which item. Government Code section 7922.540(b) requires a response denying a request in whole or in part to set forth the names and titles or positions of each person responsible for the denial.
I request, for EACH of the five requests:
1. For each numbered item of the request, the identification — by request number, document title, and page — of the released record the City determined to be responsive to that item.
2. For each numbered item for which no released record is responsive, an express statement that no record exists, and the name and title of the person who made that determination under Gov. Code section 7922.540(b).
3. The name and title of the person who made the "already been released" determination on each of the five requests, and any record of the comparison performed between the items requested and the records previously released.
For clarity, the items at issue include: on 26-3396, the dispatch, timesheet, vehicle, and time-on-site records for 06/18/2026; on 26-3398, the user account and audit record for the "Work Completed" closure entry; on 26-3399, the record determining each of the twelve cited violations corrected and the basis for each; on 26-3400, the category-by-category record of whether the gas, plumbing, electrical, interior structural, and siding items were ever inspected; and on 26-3406, the destruction records and the retention determinations for the record series at issue. The productions on 26-3395 and 26-3397, as released, contain no dispatch, timesheet, vehicle, or time-on-site record; no user-account or audit record for the closure entry; no per-violation correction determination; no category-by-category inspection record; and no destruction record.
This is a request for existing records: the determination records behind five written closures. If no responsive record exists for any item above, please state that expressly for that item and produce the records of the search: which systems and custodians were searched, the search terms used, the date of the search, the identity of the person who performed it, and the identity of the person who made the no-records determination under Gov. Code section 7922.540(b).
