Building/Planning, Code Enforcement Case #23-009185
CPRA REQUEST — Case 23-009185 / Permit RES-2612571 / 4880 T Street, Sacramento, CA 95819 (APN 011-0135-010-0000)
Requester: Christopher T. Foley, authorized representative for the owner.
This request is limited to ONE subject: the inspection-request and inspection-result records for the three permits issued on this case — RES-2524445 (issued 11/25/2025, expired 02/12/2026), RES-2603471 (issued 02/27/2026, expired 06/04/2026), and RES-2612571 (issued 06/17/2026, finaled 06/18/2026) — and in particular the five inspection entries dated 06/18/2026 on RES-2612571.
The Inspection History report the City released on 08/28/2026 under Request 26-3395 lists five entries for 06/18/2026: 29 Bldg FINAL, Approved; 39 Mech FINAL, Approved; 59 Plmg FINAL, Approved; 79 Elect FINAL, Approved; and 84 Bldg-Siding In Prog, Cancel, "Wrong inspection called in for." Each of the four approved finals reads "No comment available." The permit was issued 06/17/2026. The case was closed the same day as the finals with the disposition "Work Completed."
The City's case report records that RES-2524445 "was expired due to no inspections within the first 60 days" and that RES-2603471 "was requested expired by BI/CM Paul Lovato due to no requested inspections for 60+ days."
I request, FIRST, for each of the three permits: the complete inspection-request log (IVR/phone, online portal, counter, or inspector-initiated) showing every inspection ever requested on the permit, by whom, and the date and time of each request; and every inspection result ever entered on the permit, whether or not the Inspection History summary prints it.
I request, SECOND, for EACH of the five 06/18/2026 entries on RES-2612571:
1. The inspection request record: who requested the inspection, by what channel (IVR/phone, online portal, counter, or inspector-initiated), and the date and time the request was logged.
2. The scheduling record: the date and time the inspection was assigned to the inspector, and any scheduled time window.
3. The inspection result record as it exists in the permit system (Accela or any successor system): the result code, the date and time the result was entered, the user account that entered it, and every comment, checklist, correction-notice, and result-detail field associated with the entry, whether or not populated.
4. Any photograph, field note, checklist, or correction notice attached to the entry.
5. Any record of the inspector's arrival and departure time for these inspections (mobile inspection application log, AVL/GPS, or timesheet), to the extent the City keeps one.
The Inspection History report is a summary print. The underlying inspection records are the subject of this request. This is not a duplicate of Request 26-3395, which sought the completed inspection report and the record relied upon for "Work Completed" and was closed 08/28/2026 with the summary print; nor of Request 26-3396, which sought dispatch, timesheet, and vehicle records and was closed 08/28/2026 by pointer to 26-3395, which contains no such record.
Please produce records in their native electronic format with metadata (Gov. Code section 7922.570). If no responsive record exists for any item above, please state that expressly for that item and produce the records of the search: which systems and custodians were searched, the search terms and parameters used, the date of the search, the identity of the person who performed it, and the identity of the person who made the no-records determination under Gov. Code section 7922.540(b).
