Public Records Act request — City of Sacramento, Community Development Department, Code Enforcement / Housing and Dangerous Buildings. Code Enforcement Case 23-009185, 4880 T Street, Sacramento, CA 95819. This request is limited to the twenty-three Housing and Dangerous Buildings monitoring-fee cycles billed on this case before the first backyard entry on 08/21/2025 (case-file p. 35). The case activity log opens each cycle with the same entry — "Any contact from owner? Permits acquired? Send [Nth] admin penalty / Monitoring fee." (pp. 2–9) — and the monitoring dates are: 05/19/2023, 06/28/2023, 08/01/2023, 09/05/2023, 10/17/2023, 11/21/2023, 12/27/2023, 02/06/2024, 03/11/2024, 04/11/2024, 05/22/2024, 06/26/2024, 08/05/2024, 09/09/2024, 10/09/2024, 11/13/2024, 12/18/2024, 01/27/2025, 03/10/2025, 04/14/2025, 05/16/2025, 06/20/2025, and 07/21/2025. The corresponding invoices run from CDDCHC17598 through CDDCHC22795 (pp. 25–35). Please produce records in their native format, not as print reports. 1. The inspection record for each cycle. Sacramento City Code § 8.100.720(B)(1)(b) imposes the monitoring fee "for each additional inspection of the property." For each of the twenty-three monitoring dates above, please produce the record of that inspection: the inspection report, worksheet, checklist, field notes, or written result, and any record identifying what condition or violation was inspected and what was found. The case file's activity entries for these dates record only the "Any contact from owner?" prompt and, for some, a photograph declaration (pp. 67–108) whose "Corrective Action" field prints the same text the Violations Index carried on 03/20/2023 (p. 12). This item asks for whatever record, if any, states what each paid inspection examined and determined. 2. What was being monitored. The Violations Index for this case carried two entries from 03/20/2023 through 08/29/2025 — B31 "Other" ("This is not a complete Violation List … Neither interior nor exterior has been completely inspected") and B59 "Permits Required" ("Work has been done without the benefit of a PERMIT") (p. 12). Please produce any record identifying the condition, violation, corrective action, or compliance item that the twenty-three monitoring inspections were monitoring, and any record of a change in that item's status between 05/19/2023 and 07/21/2025. 3. The City's definition of a monitoring inspection. Any written policy, procedure, desk manual, checklist, training material, or job description in effect between 03/20/2023 and 08/21/2025 that states what a Housing and Dangerous Buildings "monitoring" inspection consists of, what the inspector is to observe and record, and what record is to be created for each billed cycle; and the record establishing the current Fee 110 monitoring-fee amount and the date it took effect. 4. The photographs, native. For each photograph declaration on pp. 67–108 whose "Date Taken" matches a monitoring date above, the native image file with its embedded metadata (EXIF date/time, device), and the record showing where the native files are stored. The declarations are printed forms; the photographs themselves were produced only as page images. 5. The billing trigger. For each of the twenty-three cycles, the record that authorized the monitoring-fee invoice to issue — the request, approval, or system event that generated it — and the identity of the person who determined that an inspection had occurred for which the fee was due. 6. Prior requests. Request 26-2487 sought "the most recent inspection report, and all completed inspection reports" for this case and was closed the same day with "All responsive records have been provided," producing a File Summary Report, a seven-page activity extract, and a one-page permit history and no inspection report. Request 26-1549 (April 2026) sought monitoring evidence for every billed cycle and produced no worksheet or log. If the City's position is that no inspection record exists for any of the twenty-three cycles beyond the photograph declarations and the activity-log prompt, please state that expressly, per item, and identify the systems and custodians searched (Gov.
