Public Records Act request — City of Sacramento, Community Development Department, Code Enforcement / Housing and Dangerous Buildings. Code Enforcement Case 23-009185, 4880 T Street, Sacramento, CA 95819.
This request is limited to the service records for the administrative-penalty and HDB monitoring-fee orders on this case. Each item identifies the entry in the City's own case file (Request 26-1965, released 05/22/2026) that the requested record relates to. Please produce records in their native format (scanned images as image files or PDFs of the scan; system records as exports), not as print reports.
1. The ten returned mail pieces. The case activity log records ten "LETTER RETURNED" entries, each authored by Inspector Paul Lovato, on 02/01/2024 (p. 4), 03/07/2025 (p. 7), 06/19/2025 (four entries, p. 8), 08/07/2025 (two entries, p. 9), 09/26/2025 (p. 9), and 11/05/2025 (p. 10). For each of the ten, please produce:
a. the returned envelope or mail piece, or any scan, photograph, or copy of it, including the USPS return endorsement ("RETURN TO SENDER … UNCLAIMED / NOT DELIVERABLE AS ADDRESSED");
b. the certified-mail article number (the 20-digit "9414 8149 0311 6462 …" number the City records for its certified mail elsewhere in the same log) and any USPS tracking history the City holds for it;
c. any Proof of Service by Certified Mail or Proof of Service by First Class Mail form executed for that mailing.
2. The addressee name as printed. Three of the ten entries (02/01/2024, p. 4; and two on 06/19/2025, p. 8) record the addressee as "JACQUELINE M. BARTITELL TRUST C/O JACQUELINE BARITELL." That name does not appear anywhere else in the 631-page file; the case record (p. 1) lists the billing contact as "JACQUELINE M. BARITELL TRUST C/O JACQUELINE BARITELL." For each of those three mailings, please produce the record showing the addressee name as it was printed on the mail piece — the mailing label, the mail-merge or print record, or the contact record used to generate it — and the record identifying who generated the mailing and on what date.
3. Contact-record history. For the case's contact records ("JACKIE BARITELL TRUST — Previous Owner" and "JACQUELINE M. BARITELL TRUST C/O JACQUELINE BARITELL — Billing Contact," p. 1), the system audit history from 03/18/2023 to the present: each creation or modification of the name or address fields, the user who made it, and the date/time. (Request 26-1963 sought "Date Created / Date Modified / Created By / Modified By" fields for this case and was closed "no records … all records were provided under 26-1549"; the 26-1549 print export contains no such fields. This item is limited to the two contact records named above.)
4. Executed Declarations of Posting. The activity log states, in 23 entries between 09/11/2024 and 03/04/2026 (pp. 6–11), "I posted property with … Administrative Penalty and Monitoring Fee. The Declaration of Posting is in the case file. Photos taken." The 631-page file contains 49 "DECLARATION OF POSTING NOTICE" forms (for example pp. 133, 138, 151, 156, 169, 174). In the produced copy, every one of the 49 is blank: no posting date, no location line, no execution date, and no signature. Please produce, for each posting entry in the log, the executed (dated and signed) Declaration of Posting the entry refers to.
5. Posting photographs. For each of the 23 log entries in item 4 that states "Photos taken," the photograph(s) taken of the posted notice, as native image files with their embedded metadata (EXIF date/time). If the photographs are held only as PDF pages, the PDF pages and the record showing where the native files are stored.
6. Returned-mail handling. Any written policy, procedure, checklist, or instruction in effect between 01/01/2024 and 12/31/2025 for the handling of returned certified or first-class mail carrying an administrative penalty order or HDB monitoring-fee order — including re-mailing, address correction, substituted service under Sacramento City Code § 1.28.010(D)(2)(c), or notation of the return in the case record — and any record of any such step taken on this case for any of the ten returned mailings in item 1.
7. Uploads. The activity log records "Uploaded copy to the documents tab" 40 times for signed green cards and hearing-packet receipts, and records no upload of any returned mail piece. Please produce the document-tab index (list of documents, upload dates, and uploading users) for this case from 03/18/2023 to the present.
