Foley, authorized representative for the owner of 4880 T Street, Sacramento, CA 95819 (APN 011-0135-010-0000). Code Enforcement Case 23-009185. Under the California Public Records Act, Gov. Code section 7920.000 et seq., I request the records described below. This request concerns the August 20-21, 2025 inspection-scheduling and cancellation dispute for 4880 T Street. Attached is a screenshot of an SMS thread labeled "Paul." The screenshot shows an August 20, 2025, 9:48 a.m. text stating that Jackie Baritell would postpone the visit with "you and Doug" and that she had been told to call that day too. On August 21, 2025, the City's case note states that Lovato arrived with PBI Cosley at 11:30 a.m.; the caretaker wanted to cancel; the City said it would move forward with an inspection warrant; about thirty minutes later Lovato received a call from Karin; and Lovato then contacted PBI Cosley. Property audio from the doorstep exchange records the statement that the inspection had been canceled, and the official response that "she didn't tell me she canceled." I request: 1. All SMS, iMessage, text-message, mobile-message, Teams, email-to-text, messaging-app, or other written electronic communications between Paul Lovato and Karin Owens from August 20, 2025 at 8:00 a.m. through August 21, 2025 at 2:00 p.m. that concern any of the following: 4880 T Street, Case 23-009185, Jackie Baritell, Karin Owens, inspection scheduling, cancellation, postponement, access, entry, warrant, backyard inspection, "Doug," Bo Cosley, Douglas Pierson, or any August 21, 2025 site visit. 2. All SMS, iMessage, text-message, mobile-message, Teams, email-to-text, messaging-app, or other written electronic communications between Paul Lovato and Bo Cosley from August 20, 2025 at 8:00 a.m. through August 21, 2025 at 2:00 p.m. that concern the same subjects listed above. 3. All SMS, iMessage, text-message, mobile-message, Teams, email-to-text, messaging-app, or other written electronic communications between Paul Lovato and Douglas Pierson, or between Karin Owens and any City employee, during the same time period that concern the same subjects listed above. 4. Delivery, receipt, read-status, failure, bounce, device, carrier, MDM, backup, message-export, or account records showing whether the August 20, 2025, 9:48 a.m. text shown in the attached screenshot was sent to, received by, delivered to, forwarded to, synced to, or visible on any City-issued device, City-managed account, or personal device/account used by Paul Lovato for City business. 5. Records identifying whether the "Paul" contact shown in the attached screenshot corresponds to a City-issued phone number, City-managed line, City-managed message account, personal number used for City business, or other communication channel used by Paul Lovato for City inspection communications with Karin Owens or the 4880 T Street property. 6. Records showing the City-issued phone number, line/account identifier, mobile device, messaging application, or other official communication channel assigned to Paul Lovato on August 20-21, 2025, limited to identifying fields necessary to determine whether the attached text was sent to an official or City-business channel. The City may redact private telephone numbers while producing non-exempt metadata, dates, times, user names, account identifiers, device identifiers, and system names. 7. Records showing any search conducted for responsive text messages or message metadata, including custodian inquiries to Paul Lovato, Bo Cosley, Douglas Pierson, Karin Owens if contacted by the City, IT, telecom, Records Management, or any mobile-device administrator. This request includes records on City devices/accounts and any personal device or account used to conduct City business. Public business communications are public records regardless of whether they are stored on a government account or personal account. See City of San Jose v. Superior Court (2017) 2 Cal.5th 608. This request does not seek unrelated personal communications, private message content unrelated to public business, social security numbers, home addresses, or unredacted private phone numbers. If the City contends telephone numbers or other fields are exempt, please redact only those fields and produce the remaining segregable content and metadata, including date, time, participants if non-exempt, direction, message existence, delivery status, and public-business content. If no responsive records are found, please state that after a reasonable search and produce any records reflecting the search, retention policy, deletion/non-retention, device capability, carrier/account records, or custodian responses supporting that determination. Format: Native electronic format where available, including export files, message threads, screenshots, CSV/PDF carrier or device logs, or other format in which the City holds the records. Segregability: If any record or field is withheld, please identify the specific exemption relied on and release all reasonably segregable non-exempt portions. This is a timely response to the City's June 26, 2026 message on Request #26-2491. I am not requesting public disclosure of any private telephone number for Karin Owens or any other non-City person. Any private telephone numbers appearing in responsive records may be redacted. The request is for City records of public-business communications, message metadata, search records, and related delivery/channel records concerning Case 23-009185 / 4880 T Street. The request already identifies the relevant case, property, participants, date range, subject matter, and attached screenshot: Paul Lovato / Karin Owens texts and delivery-channel records for the August 20-21, 2025 inspection cancellation / Case 23-009185, including the attached screenshot of an SMS thread labeled "Paul." The City's own case record also refers to communications/call activity involving Karin Owens and Paul Lovato during the August 21, 2025 access event. Those public-business communications, if retained, should be searched from City/Lovato custody and from the City's own case, device, account, custodian, telecom, MDM, backup, or retention/search records. This is a follow-up to my prior response regarding Request #26-2491. The phone number the City requested is already contained in the City's own case file and was disclosed there without redaction. On page 33, under “General Case Information,” the April 10, 2025 entry by Leia Billings states: “Received call from PO's friend, Karen Owens [redacted for publication: third-party phone number]...” Accordingly, the number for the City's search is [redacted for publication: third-party phone number]. Please use the information in the City's own case record and proceed promptly with the requested search. The assertion that the City lacks the identifying information needed to perform the search is contradicted by its own case file. Please confirm that the search has been initiated and do not delay, suspend, or close any portion of Request #26-2491 on the ground that this number was not provided.

Regarding Request #26-2491: The identifying information the City says it needs is already in the City's possession. It appears in the notes section of the case file the City produced to me. For clarity: open the file, press Ctrl+F (or use the document's search function), and enter the name you are looking for. The file will take you to the matching note, which contains the information. That should resolve the City's stated difficulty locating it. I will not repeat or republish personal information that the City itself failed to redact and already possesses. Please search the City's own file, use the information already in its records, and proceed with the requested search without further delay.
