The missing Karin scheduling record

Recorded 2025-08-21 at 4880 T Street, Sacramento CA 95819
Why this clip matters: Paul Lovato is standing at the door, on camera, explaining that he already spoke with Karin Owens and worked out the inspection schedule with her. He does not describe a vague message or a failed contact attempt. He describes an actual back-and-forth: which days Karin could not do, which days she could do, which day was selected, and the 11:30 time. The City then produced the case file without the matching call, email, text, or note showing that conversation.

The point

What the reader should not miss

00:00-01:24 The entire first-door exchange is preserved. No excerpting is needed to understand the context.

Printed CCTV time around 11:38:30 Gwen asks whether Lovato spoke with Karin. Lovato answers yes and gives the details of a completed scheduling exchange.

The missing-record problem If that scheduling exchange happened, the City should be able to point to the communication or the case note. If the produced file has neither, the omission is not abstract. It is on video.

The hard part for the City Lovato's own words make the record gap specific: Karin could not do Monday or Friday; Tuesday, Wednesday, and Thursday were available; Thursday was selected; the time was 11:30.

Evidentiary use

Why this is not a minor paperwork issue

This is the access event. It is not a side conversation days later. At the moment officials arrive to enter the property, Lovato relies on an asserted prior contact with Karin Owens to explain why the inspection is happening that morning. That makes the missing record material: the scheduling conversation is part of the chain by which the City got to the door.

The comparison is simple. Lovato says on camera that he had already talked to Karin and settled the date and time. The produced record should then contain the corresponding phone record, email, text, activity note, or other contemporaneous entry. If the City cannot produce one, the video does not create a new accusation out of thin air; it exposes a specific official-record omission created by Lovato's own on-camera account.
