NOTICE OF FORENSIC AUDIT RESULTS I have performed a side-by-side forensic digital audit of three separate versions of the official case record produced by the City of Sacramento for Case #23-009185: 1. October 2025 Production: 1.7 GB (CPRA Portal) 2. November 2025 Production: 51 MB (Digital Text Searchable) 3. April 2026 Production: 209 MB (The "Updated" File) My analysis confirms that the April 2026 production is not a standard "update," but a fraudulently altered and sanitized version of the public record. II. TECHNICAL OBSTRUCTION (DATA FLATTENING) The City has shifted from a 51MB text-searchable digital PDF (Nov 2025) to a 209MB "flattened" image-only PDF (April 2026). * The Fact: This production was manually generated using "Microsoft Print to PDF" on April 20, 2026, at 1:46:33 PM. * The Intent: This conversion destroys the metadata and the text layer, intentionally obstructing my ability to perform keyword searches or use automated analysis tools. DELETION AND ALTERATION OF CASE HISTORY A page-by-page comparison reveals that 94% of the original record has been shuffled. Only 35 of the original 590 pages remain in their original positions. More importantly, the content has been "scrubbed": * Deletion of Inspector Logs: The "File Detail Report" from 2023–2025 has been deleted. It contained specific notes from Inspector Paul Lovato (e.g., the 04/10/2023 entry regarding neighbor lot access) that have been removed from the new "Attachment List" summary. * Supervisory Scrubbing: Senior Building Inspector Doug Pierson was listed as the supervisor on Page 1 of all previous records. His name and title have been systematically removed from the primary case summary in the April 2026 version. IV.
